The Social Landlords Crime And Nuisance Group (SLCNG) is the UK's leading housing-based organisation specialising in delivering effective solutions to anti-social behaviour.

The SLCNG's purpose is to:

  • Share best practice on tackling anti-social behaviour
  • Influence national policy and practice
  • Drive performance management and improvement
  • Assist the professional development of practitioners
  • Promote practical and effective joint working throughout the UK

Membership is open to all organisations providing or managing social housing and to all other organisations with an interest in tackling anti-social behaviour, protecting communities and promoting a culture of respect.

About SLCNG

The SLCNG is a member-led organisation supporting those involved in tackling anti-social behaviour throughout the UK. In 1995 a handful of Cheif Housing Officers came together to join forces to deal with the then emerging phenomenon of anti-social behaviour. SLCNG has continued to grow and now represents over 3 million tenancies throughout the UK.

The continuing imperative to tackle anti-social behaviour effectively and the diverse and continuously expanding legal, regulatory and partnership environments within which landlords operate, make it ever more important that practitioners are equipped with the neccessary knowledge, skills and confidence to provide a quality of service.

Affordable training events - a programme of seminars, workshops, conferences and regional networks to ensure that 'best practice' is constantly updated, shared and delivered.

'Nuisance News' - a quarterly magazine provides members with the latest developments in tackling anti-social behaviour.

Regular Bulletins - alert members to 'breaking news'

SLCNG members - enjoy access to a network of the UK's highest performing landlords.

Landlords' and tenants' voices - to ensure these are heard where it matters, through established links with key government departments, national bodies and representative organistions.

The SLCNG Annual Conference and Exhibition is their flagship event and is widely regarded as the UK's leading conference on anti-social behaviour.

Influences made by the SLCNG

Housing Act 1996 - Introductory Tenancies and the use of Injunctive powers - this included snapshot surveys on their uptake.

The Woolf Report - Access to Justice. Included facilitating a 'walkabout' for Lord Woolf on some Manchester Estates and meeting with tenants.

Community Safety Orders - Following the activities of the Finnie brothers in Coventry and attempts to injunct them, Jack Straw as Shadow Home Secretary and others were made aware of the gaps in the law. This was filled in with what has become the Anti-Social Behaviour Order.

Crime and Disorder Act 1998 - SLCNG were involved with detailed work on ASBOs. A snapshot survey of our member's ability to use them and then working with the Lord Warner Group on the detailed protocol of their use. A survey on the impact of S17 (including Crime and Disorder issues in the decision making process at all levels in the LAs - in all departments) was carried out in 2000.

Witness intimidation/support - SLCNG are working closely with CLG on this issue.

Data Protection/Information Exchange - SLCNG developed a model protocol for the exhange of information between Police and Housing which was used accross the West Midlands and Staffodshire Constabulary areas. This document has the approval of the Association of Chief Police Officers (ACPO)

Social Exclusion Unit - Policy Action Team 8 - Anti Social Behaviour. Members of the SLCNG sat on the PAT and its various sub groups.

Drugs and Housing - Members adivised Home Office study groups in this field.

Research

SLCNG have conducted surveys on the use of Legal Remedies by Social Landlords to Deal with Neighbour Nuisance - published July 2000. This was done in association with Sheffield Hallam University.

Consultation

SLCNG have played an increasingly important role on the national scene. Leading members of the SLCNG have worked with Government Departments to help draft legislation & guidance. Close working reletionships exist with Communities & Local Government and the Home Office.

SLCNG is regulary asked to attend national conferences and its opinion is always sought by the media.

SLCNG gave evidence to the Home Affairs select committee on ASB in 2005.
