The Reducing Burglary Initiative: Planning for Partnership

Since the early 1980's, there has growing belief that crime and disorder issues are best addressed when a range of agencies work together in partnership. Although working in partnership is now widely regarded as the most effective way of tackling crime it still often proves to be difficult to get agencies working together effectively.

This report draws general lessons for partnerships from the experiences of multi agency projects set up to tackle burglary and in particular provides a framework which is intended to assist practitioners develop partnership-based projects more effectively. The lessons learnt from this report can be effectively applied to any multi agency project.

The burglary projects which are the main focus of this report, were located in southern England, the Midlands and south Wales. They were 21 of the strategic Development Projects (SDP's) funded by the Home Office Reducing Burglary Initiative (RBI). All the projects were subject to rigorous evaluation from South Bank University. The lessons for partnerships were drawn both from the findings of the evaluation and from further empirical work involving semi-structured interviews with project personnel at a number of sites.

The report includes a good practice model, which is designed to help practitioners in planning for the partnership work. The model is based on three key elements:

  • Knowledge - this refers to a partnership's understanding of what it is undertaking and why.

  • Commitment - describes the willingness of partners to undertake work proposed by the partnership

  • Capacity - this relates to the individual partners practical capacity to undertake the work proposed.
