What are the Recommendations
Overview
The review of CCTV was broadly based on the following 10 themes and examines each issue in detail.
- The need for standards in all aspects of CCTV;
- The need for clear guidelines on registration, inspection and enforcement;
- Training of all personnel;
- The police use of CCTV footage and evidence
- Storage / Volume / Archiving / Retention issues
- The need for CCTV Networks - Live & Stored
- Equipping, resourcing and standardisation within the CJS
- Emerging Technologies / Changing Threats / New & Changing Priorities
- Partnership Working
- Financial and Resource management.
From this review, 44 recommendations have been proposed to help realise the full potential of CCTV across a varied range of uses and to continue to receive the support of the public.
Subgroups
There are, within the Strategy, a number of key recommendations on which the Board would like to make quick progress on, and which support the recent Ministerial commitment to establish a National CCTV Board, voluntary registration scheme with standards and Codes of Practice.
The National CCTV Strategy Board has established 5 subgroups, chaired by a member of the board, to take forward these key recommendations. Each subgroup chair will be expected to give a brief update on progress at full Strategy Board meetings.
Group 1 - Standards
Recommendations 2.1, 2.3, 2.7, 2.9
These recommendations are around the standards issues.
Group 2 - Establishment of the National CCTV Body and Registration Scheme
Recommendation 3.6
The recommendation is to develop a system of registration for CCTV systems. This subgroup will also concentrate on the development of a National Body to oversee CCTV.

Group 3 - Police Use of CCTV
Recommendations 5.1, 5.4, 5.8, 5.9, 5.11, 5.12, 6.2 and 10.2.
These recommendations are about how the police use CCTV, including image retention.
Group 4 - Facilities in the CJS
Recommendations 8.2 and 8.5
These recommendations are about how the CJS develop the capacity to view CCTV evidence, and to set up better working relationships between the police and the CJS.
Group 5 - Partnerships and Resources
Recommendations - 10.5 and 11.3
These recommendations are developing best practice in partnership working; this is particularly around local partnerships.
