Home Office Good Practice Seminars
Partnership Working Seminar
Workshop 4
Resourcing CDRP Work
Steve Arkley, Easington CDRP
Key points from the presentation
-
The presentation focussed on how Easington Crime and Disorder Reduction Partnership (CDRP) has managed to bind together funding streams from different sources into delivering a cohesive strategy.
-
In addition to mainstream funding, 27 separate external funding streams draw down over £3 million, much of which is short term. The police have seconded a staff member to assist with funding issues.
-
Easington CDRP has 40 staff working within the team – 18 of these are short-term contracts due to the funding system. Co-locating the staff has given added value.
-
The Partnership manages several successful projects to tackle anti-social behaviour, vehicle nuisance, capacity building etc. However, the short-term nature of the funding threatens the mainstreaming of these activities.
-
Easington's success has been in developing an understanding of where crime sits in the wider picture and forging links with other partnerships, e.g. Local Strategic Plan, Primary Care Trust etc.
Key points from the discussion
-
Nationally set targets do not always reflect local priorities. Government Offices in the region could assist in defining wider area targets.
-
Data collection and sharing is a huge problem between different agencies.
-
Some police divisions have been developing cross-district funding streams around particular crime types. This is helping to maximise funding and cut replication.
-
Marketing or raising the profile of the CDRP was discussed – fear of crime surveys consistently find that the public is unaware of the CDRP. Easington CDRP has responded to this by developing Community Safety Partnership TV. This is a web-based service, with screens at key locations carrying crime reduction messages, run by Crime Wise.
-
Home Office funding can be more difficult to access and manage than many other streams. The key message is "Keep It Simple with Single Pot funding".
