Findings from the NHS national survey of adults with learning difficulties in England 2003/04 suggested that one in three people said that they did not feel safe either in their homes, their local areas or using public transport. And that nearly one in ten people said that they had been the victim of crime over the year prior to the survey. Although people with learning disabilities are less likely to be victim of crime than other people, they are slightly more at risk of being attacked. This can have devastating effects which lead to emotional harm and subsequent loss of self-confidence.

Thus it was identified that there was a need for personal safety guidance for people with learning disabilities. Some guidance published by key organisations and self-advocacy groups did already exist and this has been drawn upon to produce the "Keep Safe" booklet for vulnerable adults and the people who work with them. |

| Written in accordance with Mencap's guidelines to accessible writing, it contains advice on how to keep safe when at home and out and about, as well as explaining how to deal with problems such as harassment, attacks and mugging. It also encourages the reporting of incidents to the police. In producing this publication, the Home Office has sought input from various organisations including Mencap, the Disability Rights Commission, the Suzy Lamplugh Trust, Voice UK, Victim Support, the Department of Transport, the Department of Health (Valuing People) and the Metropolitan Police Service. | |
In addition, key organisations representing people with learning disabilities including Mencap, People First, People In Partnership (Hertfordshire) and Voice UK have expressed their approval for the text. These booklets will be distributed across England and Wales to members of the National Forum of People with Learning Difficulties such as Mencap, VoiceUK and People First. |
