A whole community approach For minority ethnic groups in particular, crime reduction and community safety is very much considered a local community issue. Just as Partnerships have to identify and target other specific risks and safety needs within the population, the 'double disadvantage' experienced by members of minority ethnic groups means that there is an even greater need to adopt a 'whole community' approach to communicating crime reduction messages within minority communities. Effective community strategies need valid local facts and insights. Despite the differences that exist from one community to another, there are some common issues that need to be considered in developing a framework for local action and initiatives. page 1 [2]
