Strategy and Plan

Your strategy should set out how your communication activity will be carried out, and your plan should provide a detailed framework for carrying it out.

As you put together your strategy, you should think about how your proposals could be measured. Not everything can be measured. Some projects will be too small to measure cost-effectively, in others it may be worth spending a significant part of the budget on evaluation to ensure the right message is reaching the target audience.

Measurement can be carried out at three levels:
