The Prolific and other Priority Offenders Strategy
Rehabilitate and Resettle
Purpose
The Rehabilitate and Resettle strand will ensure all PPOs are successfully rehabilitated through effective multi-agency work to address their criminogenic needs. It is important to recognise that the Catch & Convict and Rehabilitate & Resettle strands are not mutually exclusive. Work to address the criminogenic needs of PPOs should not cease because an individual is being targeted under Catch & Convict and should be maintained during custodial sentences. This will require closer working between all relevant agencies continued post-sentence support
Aim
The Rehabilitate and Resettle strand aims to present PPOs with a simple choice: reform or face a swift return to the courts. This will be undertaken through management of offenders - whether in the community or custody - and provision of support and priority access to services. This process will include multi-agency pre-release support for those serving custodial sentences and monitoring these individuals on release (using surveillance and other intelligence methods).
