Joint Thematic Inspection of the PPO Premium Service  

On 16 July, the report of the Joint Thematic Inspection of the PPO CJS Premium Service was published. The overall thrust of the report is very positive: that the programme continues to have a positive impact; is cost effective and should continue to receive support. Many of the detailed findings are covered by 'Five Years On: Maximising the Impact', and we will now draw together a programme of work to take forward the detailed recommendations.

'Five Years on: Maximising the Impact' PPO Refresh Guidance

The Prolific and other Priority Offender (PPO) Programme was introduced in 2004, and an evaluation in 2007 showed the significant successes of local schemes in tackling the offending behaviour of the most difficult and damaging offenders.

Recent evidence and data continue to confirm the positive outcomes that the programme is achieving, but also suggest that there is scope to increase the impact on crime and re-offending. Through 'Five years on: Maximising the Impact' guidance, local areas are being asked to review their PPO schemes, particularly in the light of the introduction of Integrated Offender Management (IOM) arrangements.

The guidance recommends a more dynamic approach to selection and de-selection to ensure that the programme remains squarely focussed on those offenders who commit most crime and cause most damage to their local communities.

National Indicator 30 - Guidance for two year targets

Adopting a two-year target for National Indicator 30 (NI30) will mean that the indicator can be included in the overall reward element of the Local Area Agreement (LAA). The PPO Programme Team have conducted a series of regional workshops for practitioners to explain necessary adjustments to the existing target setting methodology. This guidance is provided to explain the methodology for setting improvement targets for years 2 and 3 of the current round of LAAs where NI30 in included in the area's LAA.
