Reducing Crime: the Home Office working with Crime and Disorder Reduction Partnerships
The National Audit Office has conducted an investigation into the relationship between the Home Office and Crime & Disorder Reduction Partnerships (CDRPs). If found that many of the projects runs by CDRPs and supported by the Home Office were diverse in nature, innovative and successful in reducing crime - but that the Home Office could do more to reduce the administrative burden on CDRPs, freeing up their time to concentrate on reducing crime.

Review of Crime & Disorder Act
The Government is to conduct a formal review of the partnership provisions of the Crime and Disorder Act 1998, to ensure that the framework for partnership working is fit for the purpose of crime reduction in today's environment. The announcement was made in the white paper on police reform, Building Communities, Beating Crime. The CDA Review will be carried out between November 2004 and January 2005, and stakeholders and practitioners are being strongly encouraged to get involved through a series of regional workshops.
Offenders of the future?
This manual aims to assist practitioners identify families with children aged between four and twelve who are at risk of becoming involved in criminal or antisocial behaviour and to target interventions that aim to reduce that risk. It is aimed at both planners - who decide in which neighbourhoods interventions will be located - and at practitioners, who deliver the interventions. The former need to develop clear priorities and effective targeting of resources and the latter need to identify and assess children at risk of offending and respond appropriately to their needs. The manual has been published by the Department for Education & Skills (DfES).

The Prolific and Other Priority Offenders Strategy
It is estimated that out of a million active offenders, 100,000 offenders have 3 or more convictions and are responsible for half of all crime. The active offender population is not static, 20,000 individuals leave this pool every year and are replaced by another 20,000 offenders. The most active 5,000 of this group are estimated to be responsible for one in ten offences.

National Crime Prevention Australia has published 'Guidelines for Evaluating Community Crime Projects'. It is designed to give assistance and direction for those managing small, community-based crime prevention projects and programs.
Gender differences in offending
This paper draws together the key findings of research on whether the risk factors for offending differ for males and females. The brothers and sisters of convicted male offenders were studied. The research examined how effective risk factors were in predicting the offending of these brothers and sisters.
Easing Communication for Vulnerable Witnesses
The first pilot to help vulnerable witnesses of crime with communication difficulties give evidence is currently on trial in Merseyside. The scheme is also due to be piloted in South Wales, Norfolk, Devon and Cornwall, Thames Valley and West Midlands before being implemented on a national scale if successful. The pilots will run until summer 2005 when recommendations will be made for further implementation.
Speaking up for Justice
The purpose of this Circular by the Victims & Witnesses Unit is to clarify the current availability of special measures for vulnerable or intimidated witnesses under sections 16-33 of the Youth Justice and Criminal Evidence Act 1999. The circular also clarifies the primary rule relating to child witnesses, in particular child witnesses in need of special protection.
