Whilst gathering anecdotal evidence for the compiling of the Westminster City Council CCTV Codes of Practice and Procedures, it became very apparent from conversations with both CCTV operators and police alike of the need for consistent practice.

Digital Images as Evidence
In 1997 the House of Lords Select Committee on Science & Technology conducted an investigation into the increasing use of digital imaging and the issues surrounding the suitability of digital images for use as evidence. A report of their findings was published in February 1998.

Closed circuit television (CCTV) cameras are now a common sight on public highways and in shopping malls and arcades. As the number of systems has increased so has their technological sophistication.
