Drug misuse declared in 2000: key findings from the British Crime Survey.

The British Crime Survey (BCS) is a large-scale household survey, measuring the experience of crime of the general public in England and Wales. One component of the survey focuses on self-reported drug-taking. As the same self-report process has been used in the 1994, 1996, 1998 and 2000 surveys, the changing patterns of illicit drug use by people aged 16 to 59 can be examined.

Arrest Referral Schemes

The pro-active arrest referral initiative is one of a series of criminal justice interventions that seek to identify problem drug-using offenders in the criminal justice system (CJS) and refer them to treatment. The idea is that a dedicated drugs worker, working in police custody cells, makes contact with drug using arrestees and refers them to appropriate treatment to address their drug use with the aim of reducing their drug related offending.

Working in the margins: an evaluation of a drugs-prevention programme for young people who have been excluded from school

School failure is associated with criminal offending and drugs problems and in 1996-1997 some 13,500 young people were permanently excluded from school. The Government’s 10-year drugs strategy identifies these young people as a main target group for drugs-prevention.

Drug Seizure and Offender Statistics, United Kingdom, 2000

This bulletin outlines the pattern in drug-related arrests in 2000. Generally Class A arrests, especially involving ecstacy-type drugs, were up and cannabis and amphetamine related arrests were down, although cannabis related arrest still represented nearly three-quarters of all seizures.

Drug markets in deprived neighbourhoods

This report presents the findings of a study of retail drug markets and the local action taken against them in eight deprived residential neighbourhoods in England. The work was undertaken in late 2000/early 2001 and focused mainly on markets for heroin and crack cocaine. The report concludes that it will be difficult to regenerate neighbourhoods without tackling drug markets at the same time.

Arrest referral: emerging findings from the national monitoring and evaluation programme

These Home Office Findings show that arrest referral schemes effectively target prolific problem drug using offenders and significantly reduced their level of re-offending. The evidence suggests that two thirds of heroin and crack cocaine users were arrested less often in the six months after seeing an arrest referral worker than in the six months before.

This report presents the findings from a formative and process evaluation of the Drug Court's operation in the first six months. The aim was to document the operation of the Drug Court during this period with a view to identifying any changes that may be required to enhance its effectiveness. The second phase of the research will take the form of an outcome evaluation, which will continue to assess the operational effectiveness of the court over the period of the pilot.

This study examines young people's first use of various types of illicit drugs and their experience of first-time offending, including truancy. It aims to investigate the gateway effect - the hypothesis that the use of soft drugs leads to a higher, future risk of hard drug use and crime.

Summary Matrix of the Action Plans resulting from the Audit Commission review of the work done on Crime & Disorder Audits & Strategies

Work has been undertaken in Hertfordshire on integrating the Audit Commission action issues from the review of the audit / strategy process and the Calling Time On Crime Agenda.  The attached document has been used by these partnerships to co-ordinate and prioritise local action. Practitioners may be interested to see it as an example of good practice and local co-ordination in action.

Key findings from the Vulnerable Witness Survey

Measures to improve the treatment of vulnerable and intimidated witnesses and enable them to give best evidence were included in the Youth Justice and Criminal Evidence Act 1999. The purpose of this survey was to provide a baseline measure of satisfaction levels found among vulnerable or intimidated witnesses before these special measures were implemented. It also examined the kind of support these witnesses currently receive and witnesses’ attitudes to special measures.

This research surveyed a nationally representative sample of 1022 people to assess levels of knowledge about crime, sentencing and the criminal justice system (CJS); attitudes to sentencing; and confidence in the CJS. Of these, 220 then participated in an experiment to test the impact of providing information.

Drug use and offending: Summary results from the first year of the NEW-ADAM research programme.

After two developmental phases, New English and Welsh Arrestee Drug Abuse Monitoring (NEW-ADAM) is now a national research programme of interviews and voluntary urine tests to establish the prevalence of drug use among arrestees (suspected offenders arrested by the police).
