Tilley Awards 2001 Winners

The winners of the third annual Tilley Awards were announced at the National Problem-Oriented Policing Conference held in Leicester on 5 September 2001.

The awards, won by PC Keith Rice of Merseyside Police and Chief Superintendent Stuart Kirby of Lancashire Police, reward best practice in tackling deep-rooted crime problems, and recognise initiatives that reduce crime over the long term.

Under the Crime Reduction Category, PC Rice focused the project, ‘Operation Crystal/Crystal Clear’, on reducing violent crime and injuries caused by broken glass in Liverpool city centre. An independent evaluation of the scheme has shown that admissions to the main hospital which covers the city centre were reduced by over 50% during and after the campaign.

Under the Organisational Support category, Chief Superintendent Stuart Kirby focused on partnership working, using research to identify that working in partnership was critical to the success of crime reduction projects. He ensured that all officers outlined how partnership working would benefit crime reduction projects. Results showed an 80% success rate for long-term crime reduction solutions, as well as savings in time and money.

The two runners up were Police Sergeant Mark McDonnell of Northamptonshire Constabulary for the Blackthorn CASPAR Project, which centred on reducing crime on an estate, and Police Constables Andy Smith and Wade Dooley of Lancashire Constabulary for their Operation Atlas for reducing vehicle crime in Blackpool.

The winners beat a record 70 entries, and each one will receive an engraved glass bowl and financial support to present their projects to the International Problem Oriented Policing Conference in San Diego in December this year. The runners up will also receive some assistance to be able to attend the conference.
