7 Can previous projects be resubmitted?

Projects that have been entered into previous Tilley competitions but have not won are eligible for re-submission. This may be appropriate where further evaluation has demonstrated the true impact of the project for example or where more work has been carried out than at the time of the earlier submission.

8. What help is available in writing the application form?

For the first time the Home Office will be offering a pre-marking service to all applicants who send in a draft form by 29th February 2008.

The service is available to everyone but is aimed at those who may be unfamiliar with the awards and want an opportunity to receive written feedback on the standard of their application.

The draft form will be marked by two sift markers from the Home Office who, where possible, have knowledge of the Government Office/Welsh Assembly Government area. Feedback on the form, including questions which may not have been addressed and recommendations on ways to improve or amend it will be emailed to the applicant by 31st March 2008. This will allow approximately 4 weeks to incorporate any changes to the final draft which must be received by 12 noon on 25th April 2008.

The pre-marking service is being trialled this year as a way to drive up the standard of applications. It is open to everyone and those who do submit early drafts will not be marked down or penalised in any way for doing so.

9. What feedback is provided?

Written feedback will be emailed to all entrants once the awards are presented at the UK POP Conference. Scores are used for internal marking purposes and are not made public.

Non-short listed entrants will receive feedback from the sift marking teams and short listed entrants will receive feedback comments from the judging panel.

10 What is the award process?

National awards:

a) The awards open for submissions on 7th January 2008. To request an application form email your organisation name and your Government Office area/Welsh Assembly Government e.g. Lancashire Constabulary, GO North West to Tilleyawards08@homeoffice.gsi.gov.uk with ‘Request for application form' as the message title.

b) The deadline for the pre-marking service is 29th February 2008. Any applicant who wishes to receive feedback on their draft entry must ensure that the draft is received on this date at the latest.

c) Feedback from the pre-marking service will be returned to applicants by 31st March 2008.

d) The awards close at 12 noon on 25th April 2008 and all applications must be received by the Home Office by this time to be included in the 2008 Awards. The entries are then scored by the sift teams. Sifters affiliated to a particular area will not be permitted to score entries for that area so that no conflicts of interest arise.

e) The twelve highest scoring entries overall will be identified as the shortlist by the end of May 2008 and will go on to be scored by the final judging panel. Again judges who have a vested interest in particular locations or organisations will not be permitted to score entries that fall under these conditions. Scores from the judging panel will determine the top three projects. These projects will be notified as the national finalists by the end of June 2008. The order of the three finalists will be revealed and awards presented to the winners at the UK POP Conference Gala Dinner in the autumn of 2008.

f) Candidates will be notified by email at each stage of the competition process as to whether or not their project has been short listed or reached the finals and this information will also be posted on the Crime Reduction Website at http://www.crimereduction.homeoffice.gov.uk/tilley/tilleyawards2008.htm

g) All applicants will be emailed a copy of their entry feedback after the awards are presented at the UK POP Conference.

Regional awards:

All entries from partnerships within a government office or Welsh Assembly area will automatically be put into the regional awards. The entries will be divided into the regional areas and the scores from national award sift stage will be used to select the regional winner. The notification of the regional Awards winners will be sent either to the entrants or via the Government Office/Welsh Assembly Government Home Office Regional Deputy Director depending on local arrangements for presentation. The Regional Awards will be announced by 30th May 2008.

Winning the regional award does not guarantee going forward to the national short list. The national short list comprises the twelve highest scoring entries from across the whole competition.
