10. What help is available in writing the application form?

Due to the success of last year’s pre-marking service, this will be offered again to all applicants who send in a draft form by 20th February 2009.

The service is available to everyone but is aimed at those who may be unfamiliar with the awards and want an opportunity to receive written feedback on the standard of their application.

Please note that the application does not need to be endorsed at section D for the pre-marking service.

The draft form will be marked by two sift markers from the Home Office who, where possible, have knowledge of the Government Office/Home Office Crime Team area. Feedback on the form, including questions which may not have been addressed and recommendations on ways to improve or amend it will be emailed to the applicant by 26th March 2009. This will allow 5 weeks to incorporate any changes to the final draft which must be received by 23:59 on 30th April 2009.

Even if no changes are made the form must be resubmitted before the 30th April to be considered in the final competition.

Entrants will be asked to state whether they have submitted a draft entry for pre-marking and to declare the reference on the final entry form. This information is only used to assess the effect of pre-marking and will not be passed to individuals marking the entries to prevent any bias in scoring.

11. What feedback is provided?

Written feedback will be emailed to all entrants once the awards are presented at the UK POP Conference. Scores are used for internal marking purposes and are not made public.

Non-short listed entrants will receive feedback from the sift marking teams and short listed entrants will receive feedback comments from the judging panel.

12. What is the award process?

National awards:

a) The awards open for submissions on 9th January 2009. To request an electronic application form please email your name, role and organisation to Tilleyawards09@homeoffice.gsi.gov.uk with ‘Request for application form’ as the message title.

b) The deadline for the pre-marking service is 20th February 2009. Any applicant who wishes to receive feedback on their draft entry must ensure that the draft is received on this date at the latest.

c) Feedback from the pre-marking service will be returned to applicants by 26th March 2008.

d) The awards close at 23:59 on 30th April 2009 and all electronic applications must be received by the Home Office by this time to be included in the 2009 Awards. Receipt for the additional two hard copies is extended to the 5th May due to variance in postal delivery.

e) The entries are then scored by the sift teams. Sifters affiliated to a particular area will not be permitted to score entries for that area so that no conflicts of interest arise.

f) The eleven highest scoring entries overall will be identified as the shortlist by 15th June 2009 and will go on to be scored by the final judging panel. The shortlist comprises the 9 Government Office areas, the Home Office Crime Team in Wales and the best entry outside England and Wales. Presentation of the regional prizes is yet to be finalised. Regional winners will be notified by the Home Office and informed at the time whether or not there will be a local presentation.

g) Following the sift the best entry in the ‘Violence Against Women’ award category will be announced and presented at the UK POP Conference.

h) Scores from the judging panel will determine the top three finalist projects. Again judges who have a vested interest in particular locations or organisations will not be permitted to score entries that fall under these conditions. The authors of the finalist projects will be notified by 13th July 2009. The order of the three finalists will be revealed and awards presented to the winners at the UK POP Conference Gala Dinner in the autumn of 2009.

i) Project authors will be notified by email at each stage of the competition process as to whether or not their project has been short listed or reached the finals and this information will also be posted on the Crime Reduction Website at http://www.crimereduction.homeoffice.gov.uk/tilley/tilleyawards2008.htm

j) All applicants will be emailed a copy of their entry feedback after the awards are presented at the UK POP Conference.
