National Context: The Arson Prevention Bureau

The Arson Prevention Bureau (A.P.B.) was established by the Home Office and Association of British Insurers (A.B.I.) in 1991. It aims to lead and co-ordinate a national response to Arson and is now solely administered by the Association of British Insurers (A.B.I.)

The objectives of the A.B.I. are to:

  • Encourage improved liaison between the police, fire and forensic science services and, in respect of fraudulent arson, greater collaboration between insurers, police and fire services

  • Encourage a higher priority by the police and forensic science services for the investigation and prosecution of arsonists, and recognition by insurers that arson is a major risk factor.

  • Liase with and encourage architects to include anti-arson measures in the design of buildings.

  • Educate the general public (through schools, at work and specific groups) and strengthen existing preventative measures including surveillance, prevention of access and fire protection).

  • Encourage the monitoring of the incidence of arson in the United Kingdom including the promotion of the improvement of arson statistics, such as monitoring to include obtaining information on arson from all UK services. This includes incidents of and motivation for the committing of arson.

  • Promoting research and initiatives to combat arson.

  • Disseminate information about arson and remedial measures and the organisation and advice on publicity and education to combat arson.

  • Encourage the monitoring of arson in other countries and liasing with organisations and interests abroad to facilitate exchanges on arson matters
