Racism

Racism can be linked to anti-social behaviour:

  • In September 1998 racially aggravated offences were introduced under the Crime & Disorder Act 1998. 31 The Act amended the following offences to create new ones with higher maximum penalties where the circumstances of the offence had been racially aggravated; these were other wounding, harassment, common assault, and criminal damage.

  • Police forces began recording these offences separately in April 1999. Prior to that they were included in the original categories.
