Accessibility planning
One particular area related to transport where
CDRPs have an important role to play is in accessibility planning.
Following the Social Exclusion Units (SEU) report
"Making
the Connections: Transport and Social Exclusion", local
authorities will be expected to incorporate accessibility planning
into their Local Transport Plans (LTPs). This will commence from the
2nd round of LTPs, which will cover 2006/7 - 2010/11.
Accessibility planning aims to ensure that there
is a clearer and more systematic process for identifying and tackling
the problems that people face in reaching the jobs and key services
they need. Accessibility planning will be based on cross agency
partnerships between local transport planners, land use planners, the
key service providers and relevant local agencies.
Research has identified that crime and fear of
crime are important barriers for many people in accessing the public
transport network and the services they require. CDRPs will,
therefore, be an important partner in the accessibility planning
process, both in helping to identify local crime and security problems
and in devising and delivering appropriate solutions. Home Office
guidance, to be issued in 2004, will detail the role that CDRPs should
play in accessibility planning in more detail. See
