
Crimes Against Employees: Assault &
Robbery
This guide deals with crimes against rail,
underground and bus employees, committed by passengers and
members of the public. In particular, it examines two
categories of crime: assault and robbery.
Apart from the emotional, physical and
financial impact on the employees assaulted, assaults can have
implications for employers, such as reduced efficiency,
employee absenteeism and retention problems, and in some cases
legal action against employers. In the United Kingdom
employers must meet the requirements of Health and Safety
legislation. The Health and Safety Executive publish a number
of useful guidance documents for employers, including a
leaflet Violence
at Work a guide to employers.
This guide is separated into three parts. Part
I reviews what is known about these two categories of crime
from research and practice in the rail, underground and bus
environments. Part II presents a series of questions to assist
you in analysing your local situation. Finally, Part III
reviews responses to these crimes and provides guidance on how
they work and the conditions in which they are most effective.
Your challenge will be to conduct a good analysis of the local
problem, put together a combination of innovative responses
based on this analysis, and evaluate and monitor your
response.
Note: The focus of this guide on
physical assaults on employees does not deny the serious
potential impact of verbal assaults and threats of violence.
In fact, many of the factors contributing to physical assaults
are also likely to contribute to verbal abuse and threats of
violence. A number of the responses considered in this guide
are also likely to be effective in reducing the incidence of
verbal assaults and threats of violence.
