
The National Context
The Government has introduced a range of new interventions and punishments to help
partnerships tackle persistent young offending. These include new legislation

and joined up initiatives across Government Departments and agencies, at a local level.
These are aimed at tackling social exclusion factors that can impact upon anti-social
behaviour. The Crime Reduction Strategy launched by the Government in November 1999,
details some of the steps being taken to reduce persistent young offending.
