Phase 1 (Pre-implementation)

  1. Establish baseline
  2. Agree period prior to implementation for which evidence on PYO's  will be available or collected, and gather data.

    Data for the baseline period will help assess whether change has occurred. This data needs collecting before the project starts.

    Gathering data for PYO's will help in assessing the impact of the various improvements made.

   
  1. Identify comparable area(s)

    Comparing changes in the project area with what is happening elsewhere is important in establishing whether any changes are the result of the project, or are likely to have happened anyway.

    Comparators should include:

    1. the wider area
    2. another area similar to the project area.

    In this case, look to gather data on malicious arson housing estates not covered by the initiative. This will help to check for possible displacement.

   
  1. Calculate the estimated cost of PYO crime  on housing estates targeted
  2. This is important to establish whether the steps taken are cost effective.

     

   

Phase 2 Project implementation

   
  1. Monitor inputs and outputs

    Monitor:

    • the resources needed for the initiative against targets set in the action plan.
    • What has been produced as a result of the initiative, against targets set in the action plan
   
  1. Seek views from those involved.
  2. Interview relevant partnership officers and local public about their views of the project.

   
  1. Collect [monthly] crime statistics

    Gather data on malicious arson incidents for target housing estates and comparison areas.

   

Phase 3: (Post implementation)

   
  1. Evaluate project outcomes and compare with baseline
  2. Calculate changes in malicious arson incidents on targeted housing estates

   
  1. Calculate costs and savings

    Calculate the costs of the initiative

    Estimate the savings and compare the two.

     

   
  1. Examine trends on individual housing estates to assess the relative effectiveness of different types of measure.
   
  1. Seek views from those involved.

Interview relevant operational partnership officers and local residents about experience of the project/initiative

Use usage figures/interviews/surveys to assess impact
