Best Value, is designed to deliver real and sustained improvements in the quality of services which local people receive. The Best Value Performance Indicators for 2001/2002 that impact on racist incidents are:

  • BV141   percentage of reported racist incidents where further investigative action is taken and percentage of recorded racially-aggravated crimes detected

  • BV164    does the Housing Authority follow the Commission for Racial Equality’s Code of Practice in Rented Housing, which includes procedures for dealing with racial harassment and reporting the results of ethnic monitoring to a committee of the Council

  • BV174    the number of racial incidents recorded by the local authority per 100,000 population

  • BV175    the percentage of racial incidents that resulted in further action such as:

    • detailed investigations e.g. interviews with alleged perpetrator(s)

    • referral to the police or other body (CRE, CAB etc)

    • mediation

    • warning to the perpetrator which if oral must be recorded at the time

    • relocation of the victim

    • removal of graffiti.
