Policy Action Team 8 Report on Anti-Social Behaviour

This report made a number of recommendations on combating racial incidents, which have been accepted by Government.

They include Crime & Disorder Reduction Partnerships:

  • establishing a ‘zero tolerance’ policy for racist actions by adopting the Stephen Lawrence Inquiry definition of a racist incident:

  • including clear statements of intent to tackle racism in crime and disorder strategies and neighbourhood agreements;

  • improving reporting & monitoring the problem; and

all tenancy agreements, introductory and starter tenancies should include ‘no harassment’ clauses and make clear the action that will be taken if they are breached.
