Identifying the Problem

Crime & Disorder Reduction Partnerships must be able to identify and understand the range and extent of racist incidents specific to their areas before they can develop a local plan of action and assess the type and level of resources required. This will assist in ensuring compliance with recommendation 6.13 to 6.16 of the PAT 8 Report and achieving Best Value targets.

Crime & Disorder Reduction Partnerships will, therefore, need to develop a comprehensive racist incidents local audit, with an involvement of the local community. This will help:

  • To prioritise and target activity

  • To obtain a baseline of the scale and nature of racially motivated incidents to

  • monitor future success and failure

  • review and evaluate current work in progress

  • identify gaps in local service response & provision

  • identify relevant local partners/stakeholders to co-operate with and achieve a more successful outcome with joint resources and;

  • create ownership at a local level

Crime & Disorder Reduction Partnerships will need to gather and analyse information on:

  • what types of racist incidents and harassment is taking place and how often?

  • where and why they are likely to occur?

  • who are the perpetrators and who is most at risk of becoming a perpetrator?

  • who are the victims and who is at greatest risk of becoming victim of a racist incident/harassment?

This section of the Toolkit sets out to help Crime & Disorder Reduction agencies with the gathering and analysis of this information. It provides summary checklists for suggested local use. It also draws on the principles set out in the "Conjunction of Criminal Opportunity" framework developed by the Home Office Research, Development and Statistics Directorate. Ideally, the audit should contain information on each of the following:
