Tackling Violence Action Plan Implementation Guidance
Executive Summary
Although serious violence is thankfully a rare event in England and Wales, homicide and serious wounding remain a real worry for the public and feature heavily in the public debate about violent crime. That is why the Government has set a key PSA ambition to reduce the most serious violence (PSA 23(1)) and why 49 different local areas have identified Most Serious Violence (MSV) in their local area agreements. The Tackling Violence Action Plan Implementation Guidance sets out the Government's response to Most Serious Violence (MSV) and recognises the key role local partnerships play in achieving our aim to reduce serious violence.

We have produced this guidance to support local partnerships in developing targeted responses to the particular violent crime challenges they face within each area. It provides information on tools, processes and structures to assist frontline practitioners to deliver change on the ground.
The guidance includes operational structures and plans local partnerships should consider putting in place to deliver reductions in serious violence in their local areas:
- To produce a strategic assessment and problem profile to identifying local problems in relation to most serious violence
- To produce a local action plan to set out how local partnerships will achieve their aim of reducing and tackling most serious violence
- To set up a strategic group who can agree local priorities in relation to serious violent crime
- To set up a tactical or operational group comprised of operational people who would be responsible for implementing actions
- To have a dedicated violence lead to coordinate the activities of the tactical or operational group and the activities detailed in the local action plan
- Put in place arrangements for information sharing
- Put in place arrangements to manage violent and sexual offenders in relation to risk assessment and risk management
Throughout the guidance, we indicate where practitioners can locate other useful existing guidance and effective practice from local partnerships to help tackle most serious violence.
This guidance is published as an iterative document and will be updated as we progress the implementation of the Tackling Violence Action Plan and we develop our knowledge of what works in relation to most serious violence. The guidance history
